In January of 2009 the Association of Poinciana Villages contracted with the University of Central Florida School of Government to conduct an incorporation study for Poinciana.

With a population estimated to be 74,000 persons Poinciana is believed to be the largest unincorporated Planned Urban Development in the State of Florida if not the entire United States of America.
During the study there was much community discussion about the pro and con of municipal incorporation for Poinciana. In spite opposition from parts of the community the study was completed and released to the public in September 2009.
Multiple community meetings were held with the largest Poinciana community meeting in history taking place at Liberty HighSchool on October 27,2009.
As required by Florida Law, both the Polk and Osceola County Legislative Delegations had meetings in December of 2009. Speakers spoke at these meetings stating the case both for and against incorporation.
The Legislators expressed their opinions and the decision was made not to forward the request for incorporation to the full Florida State Legislature for consideration in the year 2010.
