Poinciana Parkway has long been proposed by Avatar, the developer of Poinciana as the solution to Poinciana transportation problems.
The road was originally to be a culvert road crossing Reedy Creek, headwaters of the Florida Everglades between Marigold Ave on the North end of Poinciana Village 2 and connecting to Polk County 17/92 and I4.
The estimated cost has 'ballooned' from the original projection of $40M to what today appears to be a project that will cost in the $110+ Million range. Today it is being discussed as a joint project between Polk, Osceola and Avatar. Funding problems exist due to funding limitations existing within both counties and difficulty in a private developer such as Avatar obtaining a private bond issue.
